This proposal—two squares for one center—identifies a civic commons of public services and shared spaces with a delineated urban threshold, which promotes economic, social, and environmental resilience as the city and community emerges from a troubled past and establishes a new structure for its future.
The heart of the project is a water factory—an infrastructural engine that transforms flooding problems into energetic potential. The new square provides a more stable source of water and power as a model for the rest of the region and country.
